In a significant policy directive, Andhra Pradesh Energy Minister G. Ravi Kumar has mandated that all electrical equipment procurement across the state’s power utilities must be carried out only through the e‑procurement portal using competitive bidding mechanisms. This decision is intended to bring greater transparency, accountability, and consistency to procurement practices in the electricity sector.
Under the new rules, departments and agencies will no longer rely on offline tenders or discretionary purchases. Every purchase—from transformers, cables, meters, switchgear, to support infrastructure—will undergo a digital bidding process, with clear criteria and public scrutiny. Officials believe this will reduce the risk of malpractices, favouritism, inflated costs, and ensure adherence to technical and quality standards.
By centralising procurement on the e‑procurement portal and enforcing open competitive bidding, the state government aims to standardise vendor selection, improve cost efficiency, and promote fair market participation. The move is also aligned with broader governance reforms in the power sector, which focus on modernisation, regulatory compliance, and consumer protection.
Ravi Kumar has asked energy department officials to immediately adopt the new procurement rules and warned of strict action against violations. With this shift, Andhra Pradesh aims to strengthen its power utilities and set a benchmark in procurement integrity for other states.
